If you already have a property with a interfering gun locker, you can get hid of it by changing the location of the property. The MOC's gun locker doesn't work properly but also doesn't interfere with the working ones.

There's only three gun lockers in this game that work as intended: the Avenger (Weapon Workshop), the Casino Penthouse (Office expansion) and the Arcade (Personal Quarters) gun lockers.
